系列解讀丨IMF總裁拉加德：“一帶一路”正向更綠色、更加可持續、更包容發展_Pacific

“中國越來越重視‘一帶一路’建設的長期效果，我們對此非常歡迎。”4月25日，國際貨幣基金組織總裁拉加德在第二屆“一帶一路”國際合作高峰論壇資金融通分論壇上表示。此次論壇主題為促進可持續發展，構建開放、市場導向的投融資體系，推動共建“一帶一路”高質量發展。

拉加德引用中國諺語稱，“一年之計在于春”，她表示，正如本屆論壇即將公布的一系列文件所規劃的，“一帶一路”倡議正在向更加綠色、更加可持續和更加包容的方向發展，特別是中國財政部即將在今天晚些時候發布的《“一帶一路”債務可持續性分析框架》，這一文件放眼未來，為參與“一帶一路”倡議的各方伙伴長遠發展進行規劃。

國際貨幣基金組織看重投融資從金融層面推動更多“一帶一路”倡議更加綠色地發展，從而使“一帶一路”倡議在財政、金融、投資和環保方面兼并發展，成為惠及世界和惠及未來的倡議。

拉加德認為，資本自由的跨國流通流動可以進一步支持包容性增長，可以加大基礎設施、制造業、醫療、健康等部門的投資。

“現在的資本流通，尤其是外商直接投資偏低。金融危機之前，流向低收入國家的資金比例是2.5%，而現在只有1.9%。更加開放的資本流動，可以提升金融效率、降低金融成本，從而拉動新的投資，支持新的就業。”拉加德說。

拉加德表示，中國就是一個加強資金融通而受益的最好例子。“中國進一步向外國投資人開放債市，將帶來更豐富的多元化，促進人民幣國際化。中國債市的開放將為中國境內及境外投資者帶來機遇和收益。將中國債市納入全球性指數，將帶來巨大的、顛覆性的改變。不僅對中國的金融市場，也會對全球的投資人帶來極大的益處。”她說。

拉加德認為，開放資本市場也會帶來的一些挑戰，還需要健全的管理、透明的投資規則以及可持續性的財政。“中國表示會確保‘一帶一路’項目投資是綠色的、低碳的、符合氣候要求的，這會讓投資在金融和環境上都變得非常可持續，也有利于子孫后代。”

在談及金融普惠的話題時，拉加德介紹：“目前，在中等收入的亞太國家，近一半成年人都沒有銀行賬戶，只有不到10%的人從金融機構借過錢。我們都知道，消弭金融鴻溝是國家繁榮發展必不可少的關鍵。國際基金組織的研究分析表明，在金融最不包容、最不普惠的亞洲國家，通過金融普惠，貧困率降低了近4%，其方法就是允許女性和農村人口獲得金融服務。”

她認為，過去，金融普惠的問題很難解決，但金融科技可以發揮催化劑的作用。“比如在柬埔寨，通過強大的公私合營的項目支持移動金融的發展，使得2011年以來小額貸款機構的數量增加了兩倍，給超過200萬名新增借款人提供了貸款，占到了成年人口的20%。我們相信這種做法不僅在柬埔寨能夠成功，在各個國家都能成功，可以互相學習。”

ThinkoftheoriginalSilkRoad.Thedesirefortradedrovemerchantstotravelthousandsofkilometers.Overtime,infrastructureintheformofbridges,buildings,andevenentirenewcitieswerebuilttoaccommodatewhatbeganassmalltradingpostsandfinancialexchanges.

Sowherethereisfinancialconnection,weseethatrapidimprovementsinqualityoflifecanquicklyfollow.

Rightnow,foreigndirectinvestment—FDI—isonly1.9percentofGDPindevelopingcountries.Beforetheglobalfinancialcrisis,itwasat2.5percent.Makingprogressonmajorinfrastructureneedswillrequirecapitalflowstoriseagainandtobemanagedsafely.

Afewnumbers:closetohalfoftheadultpopulationinlowandmiddle-incomeAsia-Pacificeconomiesdonothaveabankaccount.Lessthan10percenthaveeverborrowedfromafinancialinstitution.

Andyet,weknowthatclosingthefinancegapisan“economicmust-have”fornationstothriveinthe21stcentury.IMFanalysisshowsthatiftheleastfinanciallyinclusivecountriesinAsianarrowedthefinancegaptothelevelofThailand—anemergingmarketeconomy—thepovertyrateinthosecountriescouldbereducedbynearly4percent.

Howcanwegetthere?Inpart,throughpoliciesthatenablemorewomenandruralcitizenstoaccessfinancialservices.Thefinancialgendergapforwomenindevelopingcountriesisabout9percentandhasremainedlargelyunchangedsince2011.

Thereisnosilverbullet,butweknowthatfintechcanplayacatalyzingrole.

InCambodia,forexample,strongpublic-privatepartnershipsinsupportingmobilefinancehasledtoatriplinginthenumberofmicro-financialinstitutionssince2011.Theseinstitutionshavenowprovidedloanstoover2millionnewborrowers,representingnearly20percentoftheadultpopulation.Manyofthesecitizenshadneverhadabankaccount.Nowtheycansaveforthefutureandperhapsevenstartabusinessoftheirown.

Theseareideasthatcanworkeverywhere.Butcountrieshavetobewillingtopartnerandlearnfromeachother.

ThatisoneofthemajorreasonswhylastOctober,theIMFandWorldBanklaunchedtheBaliFintechAgenda.Theagendalaysoutkeyprinciples—fromdevelopingfinancialmarketstosafeguardingfinancialintegrity—thatcanhelpeachnationasitstrivesforgreaterfinancialinclusion.

Itisamodelforinternationalcollaboration,muchlikethisforum.
