競賽目的

CompetitionPurpose

為了貫徹落實中央和省委省政府給予鄭州航空港經濟綜合實驗區的使命任務，牢固樹立“二次創業再啟航”、實現“二次騰飛”的目標，鄭州航空港區管委會堅持以高水平規劃引領高質量發展，做好頂層設計，按照“三學三提升”和“三標”的工作要求，計劃組織開展鄭州航空港2023“空中絲路”城市設計暨創意建筑國際競賽——中原醫學科學城城市設計國際競賽。

InordertoimplementthemissionsandtasksgivenbytheCentralCommitteeoftheCommunistPartyofChina,theHenanProvincialPartyCommitteeandthePeople’sGovernmentofHenanProvincetoZhengzhouAirportComprehensiveEconomicPilotZone(HereinafterreferredtoasZhengzhouAirportEconomyZone,“ZAEZ”inabbreviation),andtofirmlyupholdthegoalsof“SettingSailAgainforaNewUndertaking”andachieving“SecondTakeoff”,ZAEAiscommittedtoleadinghigh-qualitydevelopmentwithhigh-levelplanningandconductingwelltop-leveldesign.Consistentwiththerequirementsof"ThreeStudiesandThreeEnhancements"and"ThreeStandards",ZAEZManagementCommitteeisorganizinganinternationalcollectionofurbandesignsforZhongyuanMedicalScienceandTechnologyCityinZAEZ.

本次城市設計國際征集活動，按照中原醫學科學城“片區城市設計”和“核心區城市設計”兩個層面工作展開，征集兼具前瞻性、創新性、實施性的城市設計方案，助力航空港高品位、高標準、高質量建設與發展。

工作范圍與任務

ScopeofWorkandTask

片區城市設計

DistrictUrbanDesign

工作范圍：為中原醫學科學城全域范圍，面積約40.3平方公里。

ScopeofWork:ThewholerangeofZhongyuanMedicalScienceandTechnologyCity,withanareaofabout40.3k㎡.

工作任務：結合世界及中國醫學科學發展趨勢，面向鄭州航空港新的發展定位和21個城市功能片區新格局，梳理、研判中原醫學科學城片區的功能定位及建設方向；結合國內外醫學科學城建設優秀案例，提出片區城市設計的創新理念和整體設計思路；評估中原醫學科學城現狀建設情況，結合既有上位規劃，提出片區城市空間與功能布局設計方案；針對城市綜合交通、空間形態、風貌特色、生態景觀以及公共空間等方面提出設計策略，在深化階段形成城市設計導則。

Task:CombiningthedevelopmenttrendofmedicalscienceandtechnologyintheworldandChina,andfacingthenewdevelopmentorientationofZAEZandthenewpatternof21urbanfunctionaldistricts,thedesigninstituteneedstosortout,studyanddeterminethefunctionpositioningandbuildingdirectionofZhongyuanMedicalScienceandTechnologyCity.Consideringtheexcellentcasesofthebuildingofmedicalscienceandtechnologycitiesathomeandabroad,thedesigninstituteneedstoproposetheinnovativeconceptandthegeneralideaforDistrictUrbanDesign.AfterassessingthecurrentconstructionstatusofZhongyuanMedicalScienceandTechnologyCity,thedesigninstituteshallproposeadesignschemeofurbanspaceandfunctionallayoutfordistricts,incombinationwiththeexistinghigher-levelplan.Thedesigninstituteshallalsoproposethedesignimprovementstrategyintermsofcomprehensiveurbantransportation,spatialform,landscapefeatures,publicspace,etc.,andformtheurbandesignguidelinesinthedeepeningphase.

鄭州發布十四五規劃：要在區塊鏈等未來產業發展上有所作為:1月11日，中共鄭州市委發布關于制定鄭州市國民經濟和社會發展第十四個五年規劃和二〇三五年遠景目標的建議，其中指出要在區塊鏈、量子信息等未來產業發展上有所作為、抓緊布局，積極培育區塊鏈、量子信息等未來產業發展，努力形成特色和優勢。[2021/1/11 15:51:31]

核心區城市設計

CoreAreaUrbanDesign

工作范圍：分為兩個核心區，總面積約9.16平方公里。其一，從北到南、順時針由黃海路、雙鶴街、志洋路、雍州路、東海路、雙鶴街、鶴園南路、梅河路、冠園東二路、鶴鳴街、志洋路、梅河路所圍合區域，面積約6.26平方公里；其二，是由彩鶴街、渤海大道、孫武路和藍蓮中路所圍合的省醫學科學中心所在區域，面積2.9平方公里。

ScopeofWork:Therearetwocoredistrictswithatotalareaofabout9.16k㎡.Thefirstdistrictistheareaenclosed,fromnorthtosouthandinaclockwisedirection,byHuanghaiRoad,ShuangheStreet,ZhiyangRoad,YongzhouRoad,DonghaiRoad,ShuangheStreet,HeyuanSouthRoad,MeiheRoad,GuangyuanEastSecondRoad,HemingStreet,ZhiyangRoadandMeiheRoad,withanareaofabout6.45km2.Theseconddistrict,wheretheProvincialMedicalScienceCenterislocated,issurroundedbyCaiheStreet,BohaiAvenue,SunwuRoadandLanlianMiddleRoad,withanareaof2.9k㎡.

工作任務：在片區城市設計基礎上，以城市空間形態優化和環境景觀提升為重點，詳細梳理現狀用地的出讓和建設情況，基于現實基礎提出風貌形象定位及城市空間設計方案。強化對密度、強度、高度的分區管控，形成對重點區域的城市空間管控、開敞空間組織、界面與軸線、節點與地標、交通優化解決方案等針對性設計內容，力求城市空間特色具有時代發展性和應對未來的前瞻性，以達到創造國際一流醫學科學城高品質核心的目的。根據方案情況制定形態風貌控制要求，對地下空間、景觀環境和建筑控制等方面制定引導措施，深化階段形成城市設計細則。

Task:BasedontheDistrictUrbanDesign,thedesigninstituteshallfocusonimprovingtheformofurbanspaceandtheenvironmentallandscape,sortoutthecurrentlandleasingandconstructionsituation,andproposethepositioningoflandscapeimageandurbanspacedesignschemebasedonrealities.Inlightofstrengtheningthecontrolofdensity,intensityandheightbydistrict,andthedesigninstituteneedstoformtargeteddesigncontentsuchasurbanspacecontrol,openspaceorganization,interfacesandaxes,nodesandlandmarks,andtransportationoptimizationsolutionsforkeyareas,soastoproduceadistinctiveurbanspacedesignwiththefeaturesreflectingthedevelopmentofthetimesandvisionintothefuture,andcreateahigh-qualitycoreareaofinternationallyfirst-classmedicalsciencecity.Basedonthescheme,thedesigninstituteneedstodeveloptherequirementsforcontrollingtheformandstyle,prepareguidingmeasuresforundergroundspace,landscapeenvironmentandarchitecturalcontrol,andformurbandesigndetailsinthedeepeningphase.

本次競賽采用“意向邀請1家+公開征集4家”兩種報名方式。

本次國際競賽工作分為“資格預審”和“方案設計及評審”兩個階段。

動態 | 鄭州偵破一起投資比特幣電信詐騙案:據襄樊網警巡查執法官方賬號消息，鄭州偵破一起投資比特幣電信詐騙案。據悉，2018年鄭州市民李某通過微信、QQ等平臺認識兩名網友，之后兩網友以投資比特幣為由，讓李某向其提供的平臺賬戶轉賬。一年內，李某先后向其轉了145萬元后被騙。目前，鄭州市局文化路分局已于9月26日通報案件偵破情況，涉案嫌疑人鄭某瓊等4人已到案。[2019/10/2]

第一階段：資格預審。

主辦單位公開發布公告，面向國內外專業設計機構公開征集，設計機構提交相應的報名文件和概念提案，主辦單位組織召開資格預審會，選取5家入圍單位進入“方案設計及評審”階段。

Phase1:Pre-qualification.

Theorganizerwillpubliclyissuetheannouncementforsolicitingdesignschemesfromprofessionaldesigninstitutesathomeandabroad.Thedesigninstituteswillsubmitthecorrespondingapplicationdocumentsandconceptproposals,andnext,theorganizerwillconvenethepre-qualificationmeeting.Then,5designinstituteswillbeshortlistedforthe“SchemeDesignandReview”phase.

第二階段：方案設計及評審。

在入圍的5家設計機構提交《參與確認函》和《保密協議》后，主辦單位將組織入圍設計機構進行現場踏勘和答疑，并提供方案設計階段設計任務書和設計基礎資料。入圍設計機構在規定時間內提交符合要求的成果文件后，主辦單位組織召開方案評審會，并在入圍設計方案中選出前三名優勝方案。

Phase2:SchemeDesignandReview.

AfterthefiveshortlisteddesigninstitutessubmittheConfirmationonParticipationandtheNon-disclosureAgreement,theorganizerwillorganizetheon-sitesurveyandQ&Asessionfortheshortlisteddesigninstitutes,andprovidethedesignassignmentandbasicdesigndatafortheschemedesignphase.Aftertheshortlisteddesigninstitutessubmittherequireddeliverableswithinthespecifiedtimelimit,theorganizerwillorganizetheschemereviewmeeting,soastoselectthetop-3schemesfromtheshortlisteddesignschemes.

本次國際征集不設資質要求。

Therearenoqualificationrequirementsforthisinternationalsolicitation.

采用全球公開報名的方式，境內外獨立法人企業或機構均可報名參賽。不接受個人或個人組合的報名。

Aglobalpublicapplicationmethodisadopted.Bothdomesticandforeignenterprisesorinstitutionswithindependentlegalstatuscanapplytoparticipateinthecompetition.Noapplicationfromanindividualorateamofindividualswillbeaccepted.

參賽單位可獨立參賽，也可與其他設計單位組成聯合體參賽，聯合體內成員單位最多不超過3家。聯合體報名時，需聯合體成員單位自行達成具有法律效力的《聯合體協議》，明確牽頭單位及成員單位分工責任及權益分配。

Theparticipatingunitcanparticipateindependentlyorformaconsortiumwithotherdesigninstitutes,andthemaximumnumberofmemberinstitutesinaconsortiumisthree.Whensigningupforthecompetitionasaconsortium,thememberinstitutesoftheconsortiummustreachalegallybinding“ConsortiumAgreement”toclarifythedivisionofresponsibilitiesanddistributionofrightsandinterestsamongtheleadingandmemberinstitutes.

在中國境內無公司注冊的境外參賽單位，如通過資格預審，進入第二階段賽程前，需自行與境內設計單位組成聯合體參加后續競賽，聯合成員數量不超過3家。

Incaseanoverseasparticipatinginstitute(includingonefromHongKong,Macao,andTaiwan),whichhasnocompanyregistrationintheChineseMainland,passesthePre-qualification,itneedsto,beforeenteringthesecondstageofthecompetition,formaconsortiumwithadomesticdesigninstituteinordertocontinuetoparticipateinthefollowingcompetition.Thenumberofmemberinstitutesinaconsortiumshouldnotexceedthree.

現場 | 鄭州大學教授張志鴻：符合監管才能實現區塊鏈項目落地:為使區塊鏈服務實體經濟，Huobi Club舉辦全球區塊鏈技術峰會暨火幣全球行|鄭州站，鄭州大學信息工程學院教授張志鴻在活動上表示，區塊鏈技術是對現有數據存儲技術的補充，是一種新的應用解決方案。不是所有的業務場景都適合區塊鏈，不是所有的業務都需要放到區塊鏈上。只有符合監管才能真正實現區塊鏈項目落地。[2018/10/27]

同一法人的企業及其母公司或全資子公司視為同一參賽單位，只能報名提交一個設計方案。

Companieswiththesamelegalentity,itsparentcompanyoritswholly-ownedsubsidiariesshallbeconsideredasthesameparticipatingunit,andcansubmitonlyonedesignscheme.

主創設計師需為參賽企業在冊人員，主導參賽作品設計全過程，并作為主要方案匯報人員。若有不符情況，將取消參賽資格。最好有一名以漢語為母語的主要設計人員負責日常聯絡對接工作。

Themaindesignermustbeonthepayrolloftheparticipatingunit,mustleadthewholedesignprocessofthecompetitionentryandactasthemaindesignschemereporter.Ifthereisanydiscrepancy,theentrywillbedisqualified.Itispreferablethatparticipatinginstitute/consortiumhaveamaindesigner,whoisanativeChinesespeaker,responsibleforthedailycontact.

經過專家評審后，符合設計要求的設計機構，依據其排名將獲得如下獎勵：

參賽者提交的全部設計文件在中國境內或境外沒有且不會侵犯任何其他人的知識產權或專有技術或商業秘密。如果參賽者的設計文件使用或包含任何其他人的知識產權或專有技術或商業秘密，應自行獲得權利人的合法、有效、充分的授權。參賽者因侵犯他人知識產權或專有技術或商業秘密所引起的全部責任應由參賽者自行承擔，并賠償由此而給大賽組織方所造成的經濟損失。

eachparticipantshallensurethatalldesigndocumentssubmitteddonotandwillnotinfringeontheintellectualpropertyrights(includingbutnotlimitedtocopyrightandpatentrights),proprietarytechnologiesortradesecretsofanyotherpersonwithinoroutsideChina.Incasethedesigndocumentsofanyparticipantuseorcontaintheintellectualpropertyrights,proprietarytechnologiesortradesecretsofanyotherperson,suchparticipantshallobtainthelegal,validandsufficientauthorizationfromtherightholder.Allliabilitiesarisingfromaparticipant’sinfringementonothers’intellectualpropertyrights,proprietarytechnologiesortradesecretsshallbebornebysuchparticipantitself,whoshallalsomakecompensationforalleconomiclossesthusincurredtotheorganizer.

最終獲獎及獲選的參賽作品的知識產權歸大賽主辦方所有。參賽者對應征的設計方案享有署名權，經主辦方書面許可后可通過傳播媒介、專業雜志、書刊或其他形式評價、展示其應征作品。

Theintellectualpropertyrightsofthewinningandshortlisteddesignschemesshallresideintheorganizer(exceptfortherightofattribution).Theparticipantswillhavetherightofauthorshipforthedesignschemessubmittedbythem,andmayevaluateanddisplaytheirdesignschemesthroughmedia,professionalmagazines,booksorotherforms(totheextentthattheconfidentialityrequirementsaremetinaccordancewiththerelevantnationalregulations)withthewrittenpermissionoftheorganizer.

除參賽團隊的設計標準、設計導則和繪圖元素以外，參賽者不得將最終獲獎及獲選的應征方案用于其他的設計項目。

Exceptforthedesignstandards,designguidelinesanddrawingelements,theparticipantsarenotallowedtousethefinalwinningorshortlistedschemesforotherdesignprojects.

大賽主辦方在與最終獲獎及獲選的參賽作品設計者簽署使用合同后，大賽主辦方有權依據使用合同之約定在本項目的實際應用綜合調整階段，可以全部或部分使用最終獲獎及獲選的參賽應征設計文件及設計成果，也可對其進行修改。

Aftersigningthecontractofuseforthefinalwinningandshortlistedschemeswithcorrespondingdesigninstitutes,theorganizermayuseallorpartofthefinalwinningandshortlisteddesigndocumentsanddesigndeliverablesintheactualapplicationandcomprehensiveadjustmentphaseofthisproject,andmayalsomakemodificationstothem.

在大賽期間，主辦方有權對所有參賽者提交的應征成果印刷、出版和展覽，可通過傳播媒介、專業雜志、書刊或其他形式評價、展示、宣傳應征設計成果。本次大賽結束后，未獲選的其他參賽成果的知識產權，仍屬于未獲選參賽人所有，但主辦單位/承辦單位在與未獲選參賽申請人簽訂合同后，則依據合同約定在不照搬原設計的情況下可以借鑒使用局部設計亮點。

Duringthecompetition,theorganizermayprint,publishandexhibitthedesigndeliverablessubmittedbyallparticipants,andmayalsoevaluate,displayandpublicizethedesigndeliverablesthroughmedia,professionalmagazines,booksorotherforms.Aftertheendofthiscompetition,theintellectualpropertyrightsofthedesignschemes,otherthanthoseshortlisted,shallstillresideinparticipants;providedthat,aftersigningacontractwithsuchparticipants,thehost/organizermayrefertoandusesomelocaldesignhighlights(onlyinthisproject)accordingtothecontractwithoutcopyingtheoriginaldesign.

賽事過程中，參賽團隊須簽署相關賽事資料保密協議。在大賽結果正式公布前，所有參賽申請人及相關人員，未經主辦單位及承辦單位同意，不得以任何方式披露、公開展示其參賽成果及任何競賽相關的信息和資料，否則將被依法追究相應責任，取消其本次競賽的參賽、獲獎資格，并賠償相應經濟損失。

國務院于2013年3月7日批復鄭州航空港經濟綜合實驗區發展規劃，這是全國首個、也是目前唯一一個由國務院批復的國家級航空經濟實驗區。河南省委省政府確定鄭州航空港為“空中絲綢之路”先導區，要求建成“現代化、國際化、世界級物流樞紐”、“中原經濟區和鄭州都市圈核心增長極”、制度型開放“中原特區”。目前全區實際管轄面積747.8平方公里，人口超過100萬人，建成區達到110平方公里，基礎設施覆蓋超過220平方公里。高鐵鄭州航空港站已開通運營，航空港區正式邁入“機場+高鐵”雙樞紐時代，國際陸港、鄭州水港也正規劃建設，未來將形成“空鐵陸水”四港聯動發展格局，綜合交通樞紐優勢進一步得到加強。
